Found this gem in the Courier-Journal, March 28, 1890. The czar they are referencing is Czar Alexander III. His father, Czar Alexander II was assassinated. Alex Dos was taken down by kidney disease in 1894.
There were a whole bunch of random sarcastic sentences with no other context.
